Albert Ray "Rusty" Moss, a cherished resident of Uvalde, Texas, passed away on February 16, 2026, at the age of 77. He was born on December 4, 1948, in Uvalde, Texas, where he would grow to be a beloved father, grandfather, and great-grandfather.
Rusty enjoyed a diverse and accomplished career, having held several significant roles in various organizations. He began with Genesco in bookkeeping, followed by positions as an auditor at Circle K, and continued his journey with accounting at Frio Foods. His commitment to public service saw him serve as a jailer with Uvalde County Sheriff’s Department and as an officer for the Uvalde Police Department. Additionally, Rusty dedicated a portion of his career to the Juvenile Probation and Parole in Uvalde, Texas, and served at the Ron Jackson Unit of Brownwood. His expertise was further recognized at the TJJD Facility in Sheffield, Texas.
An individual who deeply valued education, Rusty was a proud graduate of Uvalde High School. He furthered his studies at Southwest Texas College, earning an Associate in Arts degree, and later obtained a Bachelor of Business Administration from Southwest Texas State University. Additionally, he completed the Basic Peace Officer Certification and achieved his Master Peace Officer Certification.
Rusty was known for his fun-loving spirit and his caring nature, particularly towards his family. He is survived by his daughter, Tammy L Metcalf of Canyon Lake; his grandchildren, Cody L Cox of Camp Wood, Tiffany L Cox and Shawncy Perez of Uvalde, Quinnlin K Gourley of Seguin, Wyatt D Metcalf of Uvalde, Karli A Metcalf of Canyon Lake, and Payton R Metcalf of Oregon. He took great pride in his role as a great-grandfather to Shawncy W Perez II of San Antonio, Harley R Perez of Uvalde, Gunner C Perez of Uvalde, Makila J Perez of Uvalde, Stori C Salge of Seguin, and Abigail A Deckert of Seguin. Rusty is also survived by his sister, Georgia "Sissie" Parham of Boerne, sister-in-law Jacqueline Becker of Poth, and brother-in-law LV Hubbard and Hellen of Leakey, along with many cherished nieces, nephews, and great-nieces and nephews.
Rusty was preceded in death by his devoted wife, Phyllis A (Hubbard) Moss; his parents, A. A. and Zena Moss; and his siblings, Billy Gene Graham and Tommy K Moss. He is also mourned by brothers-in-law and sisters-in-law, Jean and Leroy White, Joy and Beryl Tippit.
A memorial service to honor Rusty's life will be held on February 28, 2026, at Rushing-Estes-Knowles in Uvalde, Texas, starting at 10:00 AM and concluding at 11:00 AM.
Rusty Moss will be remembered not only for his professional contributions but also for the depth of love he brought into the lives of those surrounding him. His legacy will live on through the generations he inspired and loved.
